“How long you do sexual violence?” : analysis of service to adolescents younger than 14 years, in health area

This work aims to analyze the functioning of a health service to people in situations of sexual violence , discussing the admission of adolescents younger than 14 years , with the institutional complaint have been victims of rape, being inserted even those who claim to have had sex with consent, sexual initiation has occurred. In addition, it is proposed to discuss the resurgence of the issue of resulting violence of institutional equipping these adolescents facing the possibility of execution of a protocol service of the Ministry of Health, Ministry of Justice and Department of Policies for Women, for inclusion registration and collection of traces in health services, so that they can serve as a criminal trial for rape. The discussion is conducted from the contributions of Foucault and institutional analysis, considering the notions of history, violence, analysis of the implications and the role of the militant, health-violence interface, from the psychologist of performance experience in a state referral center for victims of sexual violence in the context of health. This research studies on counter- memories and analysis of the implications, in dialogue with some artistic contributions (mandalas and poetry) in an attempt to analyze how institutionalized health discourses can produce the notion of a victim of sexual violence for these adolescents. The focus is precisely demarcate that despite being widely reported as an area of confrontation of violence, a reference service sometimes can become a producer of what publicize be his greatest enemy : an aggressor, and more specifically, against adolescents who exhibit have had their sexual initiation before the legally permitted period.Este trabalho tem como objetivo analisar o funcionamento de um serviço de saúde à pessoa em situação de violência sexual, problematizando a admissão de adolescentes menores de 14 anos, com a queixa institucional de terem sido vítimas de estupro, sendo inseridas mesmo aquelas que afirmam ter tido relações sexuais com consentimento, ou seja, de ter ocorrido sua iniciação sexual. Neste sentido, propõe-se discutir o recrudescimento da questão da violência decorrente do aparelhamento institucional a essas adolescentes, diante da possibilidade de efetivação de um protocolo de atendimento do Ministério da Saúde, Ministério da Justiça e Secretaria de Políticas para Mulheres, para a inclusão do registro e da coleta de vestígios nos serviços de saúde, a fim de que possam servir de prova criminal para estupro. A discussão é realizada a partir das contribuições foucaultianas e da análise institucional, considerando as noções de história, violência, análise das implicações, bem como o papel do militante, na interface saúde-violência, a partir da experiência de atuação da autora como psicóloga em um serviço de referência estadual às vítimas de violência sexual, no âmbito da saúde. Esta pesquisa versa sobre contra-memórias e análise das implicações, em diálogo com algumas contribuições artísticas (mandalas e poesia), na tentativa de analisar como os discursos institucionalizados da saúde podem produzir a noção de vítima de violência sexual para essas adolescentes. O foco é justamente demarcar que apesar de ser amplamente divulgado como um espaço de enfrentamento de violência, um serviço de referência, por vezes, pode tornar-se um produtor daquilo que publiciza ser seu maior inimigo: um agressor, e mais especificamente, contra as adolescentes que expõem terem tido sua iniciação sexual, antes do período legalmente permitido
